Woodlands Mayor Issues Update on Open Data Portal Policy, Aligning Notice Periods With Five Regional Municipalities

The Woodlands mayor's office released a policy update on July 8 that sets council agenda publication at 10 days before meetings, matching the standard already in place in Pinecrest, Riverdale and three other nearby municipalities.

Why the change arrives now

The update follows the 2025 Local Government Accountability Act, which requires all cities above 50,000 residents to standardise public notice timelines by the end of 2026. Woodlands, with a population of 68,400 recorded in the 2025 census, falls under that threshold and must comply by the statutory deadline.

Residents who track property tax proposals or zoning applications will now receive the same 10-day window already used in Pinecrest, where the city clerk posts documents on a central site rather than scattered department pages. Local advocates note this reduces the need to call multiple offices for routine information on street repairs or park funding.

Budget allocation and rollout steps

The city's 2026 fiscal report lists a $150,000 line item for portal development, drawn from the general fund and identical to the amount Pinecrest spent in 2024. The figure covers software licensing and staff training but does not include ongoing maintenance costs projected at $22,000 annually.

The government says the policy will expand the existing records request system to include searchable meeting minutes and vote tallies by October. City staff will hold two public demonstrations at the municipal building on August 15 and 22 to show how residents can set alerts for items such as water rate adjustments.

Next steps require the council to approve final vendor selection at its July 21 meeting before testing begins in August. The portal must go live no later than September 1 to meet the regional alignment schedule.
