Healthcare Services Bill Sets Phased Rollout for Tampines Polyclinic Subsidies
Tampines households will see the first adjustments to polyclinic visit costs from January 2027 as the new legislation phases in changes to means-tested subsidies.

The Healthcare Services (Amendment) Bill, passed by Parliament on 15 June 2026, revises subsidy tiers for polyclinic services and ties them to updated household income assessments. The changes apply directly to residents registered at the Tampines Polyclinic and the new Tampines North branch scheduled to open later this year.
National policy adjustments to healthcare financing have accelerated because the Ministry of Health must align subsidy calculations with data from the 2025 household income survey released in April. Tampines Town Council records show more than 40,000 households currently receive some form of polyclinic subsidy, making the area one of the larger concentrations affected by the revised thresholds.
Changes for daily visits and prescriptions
Under the legislation, the lowest subsidy band will now cover households earning up to S$2,800 monthly instead of the previous S$2,500 limit. Residents who fall into the new band will pay S$8 instead of S$12 for a standard consultation at Tampines Polyclinic starting in the first quarter of 2027. Medication co-payments for chronic conditions such as diabetes will shift by the same date, with the government stating the policy will reduce out-of-pocket costs for 18,000 additional Tampines patients.
The Productivity Commission report on healthcare utilisation, tabled in May, found that polyclinic visits in mature estates like Tampines average 2.4 per resident per year. The legislation states that income reassessments will begin in October 2026 through the existing Community Health Assist Scheme portal, with letters mailed to affected households by November.
Implementation will occur in two stages. The first stage covers standard consultations and basic diagnostics from January 2027. The second stage extends to specialist referrals and diagnostic imaging from July 2027. The Ministry of Health has indicated that all Tampines residents will receive updated subsidy cards by December 2026.
