Local authorities placed the question on the ballot after the 2025 financial review showed a S$8.2 million shortfall in routine repairs for estates built before 2005. The referendum date is set for 15 September 2026, with results certified by the Elections Department within 14 days.

Households in blocks along Tampines Street 21 and 22 would see the largest immediate shift, as those estates account for 40 percent of the identified repair backlog. Families currently paying S$78 monthly would move to S$90 if approved, with the extra funds directed to lift replacement and corridor lighting upgrades.

Policy analysts note that the legislation states the increase applies only to HDB flats and does not cover private condominiums in the area.
