Punggol Town Council Revises Community Care Fund Rebates, Adjusting Household Utility Costs

Town council records indicate that the fund previously supported approximately 4,200 households in the area with fixed rebate amounts.
Changes to Rebate Structure
The updated policy modifies the income eligibility thresholds and rebate tiers. Households with monthly incomes below SGD 2,500 now qualify for a higher tier, while those between SGD 2,500 and SGD 4,000 receive a reduced amount compared with the prior schedule. The legislation passed by the town council in June 2026 sets these new parameters in the fund's operating guidelines.
Policy analysts say the adjustments align the fund with updated household expenditure data collected by the Department of Statistics. Local advocates note that residents in Punggol North and Punggol East estates, where many two-room and three-room flats are located, will see the most direct effect on their monthly outgoings for essential services.
Next Steps for Residents
The town council will mail notification letters to existing recipients by 15 July 2026. New applicants must submit income documents through the Punggol Town Council office or its online portal before 31 July. The government says the policy will maintain overall fund expenditure at the level recorded in the 2025 budget paper.
