Punggol Town Council Approves Revised Conservancy Charges Ordinance, Directly Raising Monthly Bills for 52,000 Households

Punggol Town Council passed the Revised Conservancy Charges Ordinance on 7 July 2026 by a 9-4 vote, setting new monthly rates that apply to all Housing and Development Board flats in the Punggol East and Punggol West divisions.
The ordinance updates the 2021 fee schedule after the council reviewed its 2025 financial statements, which showed a S$3.8 million shortfall in routine maintenance funding for lifts, corridors and void decks across 38 precincts.
How the changes reach residents
Households in two-room flats will pay S$52.50 instead of S$48.50, while four-room flat owners will see their bill rise from S$72 to S$80. The extra revenue is earmarked for scheduled lift replacement works at Block 123 Punggol Field and Block 456 Punggol Walk, both listed in the council's five-year capital plan released in March 2026.
Residents who receive the GST Voucher or other housing grants will continue to receive the existing rebates on the new rates, according to the eligibility rules published in the council's May 2026 circular.
Next steps for implementation
The council will mail revised payment notices by 15 August 2026 and open a two-week appeal window for households facing financial hardship. Collection of the new amounts begins with the October billing cycle, with all funds deposited into the town council's sinking fund as required under the Town Councils Act.
Policy analysts note that similar fee adjustments in neighbouring town councils produced an average 11 percent increase in collected revenue within the first year, based on figures from the Housing and Development Board annual reports covering 2023 to 2025.
