Jurong East Freezes Service Charges for Public Housing Residents in 2026
Jurong East households in public housing will pay the same monthly service fees from August onward under the town council's latest budget measures.

The Jurong East Town Council passed its fiscal year 2026 budget on 2 July, freezing service and conservancy charges for all 3-room and smaller flats as well as for households with monthly incomes below S$3,000. The measure covers 12,400 residential units across estates including Teban Gardens and Pandan Gardens.
Town councils set these charges each year to cover cleaning, lift maintenance and security in Housing Board blocks. The 2026 decision follows the release of the national grant allocation of S$4.2 million to Jurong East and reflects updated cost projections contained in the council's March budget paper.
Direct Effects on Resident Payments
A 4-room flat in Block 201 Jurong East Street 21 will continue to pay S$72 per month instead of facing the S$5 increase originally modelled in earlier drafts. Eligible households can direct the unchanged amount toward other regular costs such as weekly purchases at the Jurong East wet market or monthly MRT passes on the East West Line.
The council's published schedule shows that 4,500 households qualify for the income-based freeze. Service charges represent roughly 8 percent of average housing-related outgoings for these units, according to the 2025 Jurong East Town Council annual report.
Application and Billing Timeline
Residents must submit income documents by 15 July at the town council office at Block 134 Jurong East Street 13 to secure the frozen rate. Updated bills will apply from the August collection cycle, with automatic adjustments for those already on GIRO.
The council will publish a full list of revised block-by-block charges on its website by 20 July, allowing households to verify their individual amounts before the next payment date.
